Why did Apollo not just beat up Pan instead of turning Daphne into a laurel tree?

Seems a bit unfair that she ends up as a tree when Pan wanted to rape her.

The people of the time used Mythology to explain their hardships. They were being punished, rewarded or tested because of the Gods whims. In all the story's the Hero's or Heroin's are the humans. The Gods all had faults.
